A few years ago the citizens of Washington State voted to authorize Auditor Brian Sonntag, funds to audit all state agencies. The Legislators decided in this new budget ( 2009-2011) not to fund the office in the same way. Another words take the means out of Brian Sonntag office to keep him from doing his job.  Another way of controlling the people and making sure their spending is not checked. No wonder we are in as deep of an hole as we are. Gregoire says she supports such a bill and will sign it. She said she was concerned about the economic situation that our state was in last year and she is going to do everything possible to dig us out, except veto this and every other bill that controls spending. &lt;div&gt;That's my opinion how about you? Of course, Burris continues to deny what he is admitting.&lt;br /&gt;Burris had been asked directly about being blagojeviched to raise money to get his seat in the U.S. Senate. Three withdrew their names from consideration, one sneaked through confirmation because senators were still intoxicated with the Obama honeymoon, and Obama plans to use a waiver so the Senate will approve the fifth."&lt;br /&gt;"Funny thing," she continued, "Americans don't seem to like it when government officials evade the taxes the rest of us pay, especially when they evade more taxes than most Americans' entire tax bill. Apparently, that doesn't seem to bother Obama." According to the New York Post, the nondisclosure of free rent in a home owned by Rep. Rosa DeLauro, D-Conn., apparently isn't all that's being questioned about Emanuel's arrangements.&lt;br /&gt;Another issue is "the work Emanuel tossed the way of DeLauro's husband, Democratic pollster Stan Greenberg."&lt;br /&gt;&lt;a href="http://shop.wnd.com/store/item.asp?DEPARTMENT_ID=6&amp;amp;SUBDEPARTMENT_ID=20&amp;amp;ITEM_ID=2593"&gt;Get the latest on all the Washington shenanigans. "Welcome to Obamaland: I Have Seen Your Future and It Doesn't Work"&lt;/a&gt;&lt;br /&gt;The Post said while Emanuel was living in the rent-free arrangement, he also served as the chairman of the Democratic Congressional Campaign Committee, which gave Greenberg several polling contracts, paying him $239,000 in 2006 and $317,000 in 2008.&lt;br /&gt;The report said Emanuel has explained the living arrangements as "hospitality" between colleagues, and that's why it never appeared on his financial-disclosure forms.&lt;br /&gt;But the Post suggested that over five years, the rent could have been worth more than $100,000.&lt;br /&gt;Treasury Secretary Timothy Geithner was confirmed despite not paying taxes on time, Health and Human Services nominee Tom Daschle withdrew his name over unpaid taxes and proposed Chief Performance officer Nancy Killifer withdrew over similar problems.&lt;br /&gt;Schlafly noted Daschle's tax problems involved $146,000 that went unpaid. But larger than the money was the response to such misbehaviors.&lt;br /&gt;"Even after it became publicly known that Daschle had failed to pay all his income taxes, Obama defiantly declared that he was 'absolutely' standing by Daschle," she wrote.&lt;br /&gt;After Daschle took his own name out of the running, Obama admitted he made a "mistake" in the selection. But he didn't admit a similar misjudgment over Geithner, who paid about $35,000 past due after being nominated to the post.&lt;br /&gt;In Killifer's case, she reportedly failed to pay required employment taxes on her household employee.&lt;br /&gt;Also, while the issue didn't involve taxes, Obama's first pick for secretary of commerce – New Mexico Gov. Bill Richardson – proved an embarrassment because of his involvement in an alleged pay-to-play scheme.&lt;br /&gt;The Washington Post and New York Daily News suggested that at a minimum, the gift rules for members of the U.S. House may not have been met by Emanuel's extended use of free housing.&lt;br /&gt;And according to reports in the Minneapolis Star-Tribune, Democrat Al Franken, whose challenge to incumbent Sen. And the prophet Jeremiah wrote of the Lord: “You will seek Me and find Me, when you search for Me with all your heart” (29:13).&lt;br /&gt;God could have revealed all truth to all people at the very beginning of time, but He chose to reveal Himself gradually (1 Cor. 2:7-8). Perhaps that’s because we value things more when we have to search and wait for them.&lt;br /&gt;God is not playing a cruel game of hide-and-seek. He is allowing us to enjoy the process of discovering who He is and what He is up to in the universe.&lt;br /&gt;So don’t be discouraged over what you don’t know about God. Always.It seems that the $700 billion just authorized by Congress is not only being spent on buying up troubled mortgages but is changing into a “broader bailout of all sorts of troubled businesses.” Some banks used the money to buy other banks instead of to “spur more lending.” And other recipients are paying dividends to stockholders.Apparently, various central planners of our economy expected those receiving the money to use it in more publicly spirited fashion.Such caviling ignores the real problem, which is more basic. You can’t cure the effects of gignormous debt creation and gignormous subsidizing of unwise enterprises with even more gignormous debt creation and gignormous subsidizing.If massive intervention in markets caused the economy to curdle, roll back the massive intervention. Most would probably be shocked to learn that the moneydonated to the Campaign for Human Development (CHD) does not go forcharity but for radical Obama-style community organizing.&lt;br /&gt;Over the last ten years, CHD has given $7.3 million of Catholic-donateddollars to the Saul Alinsky-style group called ACORN (Association ofCommunity Organizations for Reform Now). When in 1998 some Catholicscomplained that CHD grants were not used for Catholic charity but wereactually funding groups opposed to church teachings, CHD changed itsname to Catholic Campaign for Human Development (CCHD).&lt;br /&gt;The name change did not redirect the flow of money. In 2007 alone, CCHDincreased its support of ACORN, giving ACORN 37 grants totaling$1,037,000.&lt;br /&gt;During 2007 and 2008, ACORN and its affiliated organizations wereaggressively registering what they claimed were 1.3 million poor people.ACORN focused on new registrations in the key toss-up states of Ohio,Michigan, Pennsylvania and Florida.&lt;br /&gt;You can listen on YouTube to clips from ACORN's national convention anddecide for yourself how partisan it is.&lt;br /&gt;CCHD knew how ACORN spent its money. CCHD's executive director, RalphMcCloud, admitted to Catholic News Service that "some of the funds thatthe Catholic Campaign contributed to ACORN in the past undoubtedly wereused for voter registration drives."&lt;br /&gt;Even though the pro-Obama political activity of ACORN had been widelyreported, and employees of ACORN and affiliated organizations likeProject Vote have been either indicted or convicted of submitting falsevoter registration forms in 14 states, in June 2008 CCHD approved grantsof $1.13 million to 40 local ACORN affiliates for the cycle beginningJuly 1, 2008. Those grants were ratified by the U.S. Conference ofCatholic Bishops at its June 2008 meeting.&lt;br /&gt;The CCHD-ACORN relationship suddenly became too embarrassing to ignore,and CCHD announced it was suspending (not canceling) the 2008 grants.But the reason given for suspension was not ACORN's partisan politicalactivity or registration frauds; it was because Dale Rathke, the brotherof ACORN founder Wade Rathke, had embezzled nearly $1 million from theorganization and its affiliates back in 1999 and 2000.&lt;br /&gt;CCHD also announced that it has formed a task force to ensure thatChurch funds are spent according to the guidelines of the Bishops'poverty-fighting program. Presumably, the previous millions of dollarsgiven to ACORN were within the Bishops' guidelines.&lt;br /&gt;Barack Obama knows the political value of ACORN. He gave $800,000 incampaign payments disguised as payments for "advance work" to an Alinskyfront group called Citizen Services Inc.&lt;br /&gt;Obama admits he got his start as a community organizer in Chicago,saying it was "the best education I ever had, better than anything I gotat Harvard Law School." He tries to downplay his connection with ACORN,claiming he worked for churches, but he was trained by Alinsky'sIndustrial Areas Foundation and then spent years in the 1980s teachingthe Alinsky method to others through several Alinsky offshoots such asProject Vote and Developing Communities Project in Chicago.&lt;br /&gt;Saul Alinsky's son Lee David Alinsky felt compelled to remedy Obama'sfailure to give proper credit. I amproud to see that my father's model for organizing is being appliedsuccessfully beyond local community organizing to affect the Democraticcampaign in 2008. It is a fine tribute to Saul Alinsky as we approachhis 100th birthday."&lt;br /&gt;Saul Alinsky explained his community organizing tactics in his book"Rules for Radicals." America will forever be changed. We will keep seeing a gradual and growing hostility toward people of faith, especially Christians. The morals of our nation will continue to decline. Our children and grandchildren will pay the price.&lt;br /&gt;In case you may think I’m a “the sky is falling” type of person, you should know: When it comes to predictions, I am a very reserved person. We (including my girls) worked hard and there&lt;br /&gt;&gt; were lots of student loans.&lt;br /&gt;&gt;&lt;br /&gt;&gt; I started looking into Obama's life. &lt;br /&gt;&gt; Around 1979 Obama started college at Occidental in&lt;br /&gt;&gt; California. He is very open about his two years at Occidental, he&lt;br /&gt;&gt; tried all kinds of drugs and was wasting his time but, even though he&lt;br /&gt;&gt; had a brilliant mind, did not apply himself to his studies. 'Barry'&lt;br /&gt;&gt; (that was the name he used all his life) during this time had two&lt;br /&gt;&gt; roommates, Muhammad Hasan Chandoo and Wahid Hamid, both from Pakistan.&lt;br /&gt;&gt; During the summer of 1981, after his second year in college, he made a&lt;br /&gt;&gt; 'round the world' trip.&lt;br /&gt;&gt; Stopping to see his mother in Indonesia, next Hyderabad in India,&lt;br /&gt;&gt; three weeks in Karachi, Pakistan where he stayed with his roommate's&lt;br /&gt;&gt; family, then off to Africa to visit his father's family. My question&lt;br /&gt;&gt; - Where did he get the money for this tr ip? Nether I, nor any one of&lt;br /&gt;&gt; my children would have had money for a trip like this when they where&lt;br /&gt;&gt; in college. When he came back he started school at Columbia&lt;br /&gt;&gt; University in New York. It is at this time he wants everyone to call&lt;br /&gt;&gt; him Barack - not Barry. Do you know what the tuition is at Columbia?&lt;br /&gt;&gt; It's not cheap! to say the least. Where did he get money for tuition?&lt;br /&gt;&gt; Student Loans?&lt;br /&gt;&gt; Maybe. After Columbia, he went to Chicago to work as a Community&lt;br /&gt;&gt; Organizer for $12,000. a year. Why Chicago? Why not New York? He was&lt;br /&gt;&gt; already living in New York.&lt;br /&gt;&gt;&lt;br /&gt;&gt; By 'chance' he met Antoin 'Tony' Rezko, born in Aleppo&lt;br /&gt;&gt; Syria, and a real estate developer in Chicago. Rezko has been&lt;br /&gt;&gt; convicted of fraud and bribery this year. Rezko, was named&lt;br /&gt;&gt; 'Entrepreneur of the Decade' by the Arab-American Business and&lt;br /&gt;&gt; Professional Association'. About two years later, Obama entered&lt;br /&gt;&gt; Harvard Law School. Do you have any idea what tuition is for Harvard&lt;br /&gt;&gt; Law School? Where did he get the money for Law School? More student&lt;br /&gt;&gt; loans? After Law school, he went back to Chicago. Rezko offered him a&lt;br /&gt;&gt; job, which he turned down. But, he did take a job with Davis, Miner,&lt;br /&gt;&gt; Barnhill &amp;amp; Galland. Guess what? They represented 'Rezar' which&lt;br /&gt;&gt; Rezko's firm. Rezko was one of Obama's first major financial&lt;br /&gt;&gt; contributors when he ran for office in Chicago. In 2003, Rezko threw&lt;br /&gt;&gt; an early fundraiser for Obama which Chicago Tribune reporter David&lt;br /&gt;&gt; Mendelland claims was instrumental in providing Obama with 'seed&lt;br /&gt;&gt; money' for his U.S. Senate race. In 2005, Obama purchased a new home&lt;br /&gt;&gt; in Kenwoood District of Chicago for $1.65 million (less than asking&lt;br /&gt;&gt; price). With ALL those Student Loans - Where did he get the money for&lt;br /&gt;&gt; the property? On the same day Rezko's wife, Rita, purchased the&lt;br /&gt;&gt; adjoining empty lot for full price. The London Times reported that&lt;br /&gt;&gt; Nadhmi Auchi, an Iraqi-born Billionaire loaned Rezko $3.5 million&lt;br /&gt;&gt; three weeks before Obama's new home was purchased. Obama met Nadhmi&lt;br /&gt;&gt; Auchi many times with Rezko.&lt;br /&gt;&gt;&lt;br /&gt;&gt; Now, we have Obama running for President.&lt;br /&gt;&gt; Valerie Jarrett, was Michele Obama's boss. She is now Obama's chief&lt;br /&gt;&gt; advisor and he does not make any major decisions without talking to&lt;br /&gt;&gt; her first. Where was Jarrett born? Ready for this? Shiraz, Iran! Do&lt;br /&gt;&gt; we see a pattern here? Or am I going crazy?&lt;br /&gt;&gt;&lt;br /&gt;&gt; On May 10, 2008 The Times reported, Robert Malley&lt;br /&gt;&gt; advisor to Obama was 'sacked' after the press found out he was having&lt;br /&gt;&gt; regular contacts with 'Hamas', which controls Gaza and is connected&lt;br /&gt;&gt; with Iran. This past week, buried in the back part of the papers,&lt;br /&gt;&gt; Iraqi newspapers reported that during Obama's visit to Iraq, he asked&lt;br /&gt;&gt; their leaders to do nothing about the war until after he is elected,&lt;br /&gt;&gt; and he will 'Take care of things'.&lt;br /&gt;&gt;&lt;br /&gt;&gt; Oh, and by the way, remember the college roommates that&lt;br /&gt;&gt; where born in Pakistan? They are in charge of all those 'small'&lt;br /&gt;&gt; Internet campaign contribution for Obama. Where is that money coming&lt;br /&gt;&gt; from? The poor and middle class in this country? Or could it be from&lt;br /&gt;&gt; the Middle East?&lt;br /&gt;&gt;&lt;br /&gt;&gt; And the final bit of news. On September 7, 2008, The&lt;br /&gt;&gt; Washington Times posted a verbal slip that was made on 'This Week'&lt;br /&gt;&gt; with George Stephanapoulos.&lt;br /&gt;&gt; Obama on talking about his religion said, 'My Muslim faith'. The incumbent, Jay Inslee, has not only taken money directly from Fannie Mae/Freddie Mac and Countrywide Financial, but he has taken a total of $368,450 from financial firms on Wall Street (&lt;a href="http://www.opensecrets.org/news/2008/09/money-and-votes-aligned-in-con.html" target="_blank"&gt;http://www.opensecrets.org/news/2008/09/money-and-votes-aligned-in-con.html&lt;/a&gt;). This is not only unethical, but should be illegal! Now he is going to vote for who gets multi-hundred billion bail-outs for his Wall Street friends… some of whom will be given multi million dollar golden parachute bonuses.&lt;br /&gt;&lt;br /&gt;This practice of taking PAC money by Inslee is just the opposite of how he would have 1st District constituents believe he votes. Jay Inslee is anything but bi-partisan and anything but for the little guy. He is a continuation of sustaining special interest groups’ power in Washington DC.&lt;br /&gt;&lt;br /&gt;Larry Ishmael is a developmental economist. The answer is simple enough for any macro economic 101 student to understand…. we need to reduce government spending! How do you do that? You couldn't join the military and become a colonel after a 143 days of experience.&lt;/li&gt;&lt;li&gt; You couldn't get a job as a reporter and become the nightly news anchor after 143 days of experience.  &lt;/li&gt;&lt;/ol&gt;BUT....  'From the time Barack Obama was sworn in as a United State Senator, to the time he announced he was forming a Presidential exploratory committee, he logged &lt;span style="color:#ff6600;"&gt;143&lt;/span&gt; days of experience in the Senate. That's how many days the Senate was actually in session and working.   After 143 days of work experience, Obama believed he was ready to be Commander In Chief, Leader of the Free World, and fill the shoes of Abraham Lincoln, FDR, JFK and Ronald Reagan. 143 days? We all have to start somewhere. The senate is a good start, but after 143 days, that's all it is - a start. AND, strangely, a large sector of the American public seems to feel comfortable with this and campaigning for him.  We wouldn't accept this in our own line of work, yet some are OK with this for the President of the  United States of America? There are currently requirements for the Legislature to "allocate, asa nondeductible item, out of any money appropriated" 1/2% for public art.The clear language and intent of I-985 is to remove this requirement onany transportation-related project (so non-transportation-relatedprojects -- schools, libraries, fire stations -- would not be affected).    Defenders of this current practice justify themselves by saying 1/2%isn't a lot of money to take away from transportation-related projects forpublic art.  Well, most citizens view reducing traffic congestion as ahigher priority than public art so these defenders of the status quoshouldn't view I-985's 1/2% as a lot of money either.    I-985 creates a new requirement (Section 13) that says they must"allocate, as a nondeductible item, out of any moneys appropriated" 1/2%toward the "Reduce Traffic Congestion Account" for anytransportation-related project.  Any transportation-related project meansjust that:  ANY transportation or transportation-related project.  StateAuditor Brian Sonntag's performance audit reported that a huge number ofcitizens want "reducing traffic congestion" to be the top transportationpriority.  But in response, we hear politicians say "we don't have enoughmoney LEFT OVER to fund that."  Well, I-985 identifies some -- let's haveevery transportation project 'chip in' a tiny percentage of their costtoward funding the people's top transportation priority:  reducing thetime it takes to drive our vehicles from Point A to Point B.    And so every time politicians in Olympia spend our tax dollars fortransportation, they'll have to think about reducing traffic congestion.    It's more than reasonable to have a 1/2% of the dollars spent fortransportation projects to be dedicated to an account focused on reducingtraffic congestion and increasing traffic flow for everyone.    I-985 also dedicates the profits from red light cameras and a portionof state sales and use taxes on the purchase of new and used vehiclestoward the "Reduce Traffic Congestion Account."  And I-985 provides somecritical taxpayer protections if politicians decide to impose tolls on ourhighways and bridges. As the story says, Gregoire “makes no apologies for the spending” even though much of it went to huge pay raises for state employees and the hiring of &lt;a href="http://seattletimes.nwsource.com/html/localnews/2008061912_spending20m0.html"&gt;more than 6,000&lt;/a&gt; new state employees.&lt;br /&gt;Gregoire’s own office has also &lt;a href="http://seattletimes.nwsource.com/html/localnews/2008061870_spendingoffice20m.html"&gt;grown tremendously&lt;/a&gt;. Her office budget has doubled – to a total of $73 million, &lt;a href="http://seattletimes.nwsource.com/html/localnews/2008061870_spendingoffice20m.html"&gt;according to the report&lt;/a&gt;. How’s your household budget doing these days?  Call us crazy, but we’re willing to bet it hasn’t DOUBLED over the last three years!&lt;br /&gt;Interestingly, Gregoire created another &lt;a href="http://seattletimes.nwsource.com/html/localnews/2008061870_spendingoffice20m.html"&gt;15 positions&lt;/a&gt; in her office for people who are supposed to look at ways to improve the performance of state agencies. Typical approach of our “Governor for the Government” – hire MORE bureaucrats to look for ways to REDUCE bureaucracy and make government more efficient!&lt;br /&gt;Plus, we already have a &lt;a href="http://www.sao.wa.gov/"&gt;state Auditor&lt;/a&gt; who issues reports about inefficiencies all the time – specifically conducting performance &lt;a href="http://www.crosscut.com/mudville/12146/Olympia"&gt;audits of state agencies &lt;/a&gt;. . . seems like it might be cheaper to listen to &lt;a href="http://www.sao.wa.gov/Reports/Accountability/Index.htm"&gt;what he has to say.&lt;/a&gt;&lt;br /&gt;In addition, there are good organizations out there doing fantastic work in this area already…for FREE! Will the government just give these agencies more money to make up for higher costs? How much? And where will these funds come from? Be assured that these tax dollars will come from your pockets.&lt;br /&gt;Encourage pay-as-you-go insurance – Simply put, drive less and pay your insurer less. Sounds nice, except-- if you have no choice but to drive your car, and you have a long commute—y. Your rates will actually go up. And, your higher rates will subsidize those that live close to where they work.&lt;br /&gt;Spur availability of mortgages that make owning homes closer to transit more affordable – This will result in a higher population density as people are fiscally forced to relocate into metropolitan living spaces. Again, where will this money come from? From you, if you buy a house out of reach of a transit line.&lt;br /&gt;Jay Inslee and his Congress believe they can act in your best interest and spend your money better than you can. Such behavior does not deserve your vote in the next election.&lt;br /&gt;Nothing is free. Somebody has to pay for these grand plans. It will be average Americans just like you; people that desire nothing more than to build for their families a lifestyle of happiness in liberty. Legislation like this, no matter how well-intentioned, hurts the very people it means to help by creating higher costs of living that drive people into second jobs, shoulder-to-shoulder living, and mass-transit just! to make ends meet.&lt;br /&gt;Does Jay Inslee recognize the true impacts of this new legislation on families? The possibility that he might is almost too much to consider. One can only hope then that he does not. Perhaps he is actually more interested in publicity that will increase sales of his new book. Whatever the case, he clearly aims to use your hard-earned dollars as kindling to supposedly ignite their vision for a “clean energy economy.”&lt;br /&gt;We have better goals, goals that are in everyone’s best interest:&lt;br /&gt;Protect your freedom to drive to work, church or the grocery store on your own terms and schedule – Personal transportation based on your needs, not on government mandates. If transit works best for you, great. If you choose to own a car and drive, more power to you. She  also allowed the early release  of over 3,000 dangerous felons – three  of whom killed police officers. I don’t  blame her for wanting to cover  up this record.”Claim: Dino  Rossi wrote the budget that cut millions from  supervising  felons.Fact: As  chairman of the Senate  Ways and Means Committee in 2003, Dino Rossi worked  with Governor Gary  Locke and members of both parties to a pass a bipartisan,  balanced  budget in the face of the largest dollar deficit in state history. It also reduced the possibility of early prison release for  violent  felons who had earned good behavior.  Claim:  Rossi  opposed funding for a commitment center for sex predators.    Fact: The ad doesn’t provide a source for this  baseless  claim. Perhaps it’s talking about the sex predator housing  that in 2003 the  Department of Social and Health Services was planning  to locate in Rossi’s  district when he was a State Senator.  DSHS  did not initially inform  Rossi of its plan to locate it in his  district, but he opposed the North Bend  site because it was located  near a camp for  children. Turns out, they weren't too happy with the state Democrats video (posted below), which includes photos of Dino Rossi and the theme song from "The Sopranos."&lt;br /&gt;The club wants the video to be yanked and Dwight Pelz, state Democratic chairman, to step down. They sent Gregoire a letter detailing their feelings.&lt;br /&gt;"We understand that in this gubernatorial election, various claims will be made by candidates and interested parties against the other candidate. However, a recent online video posted by the Washington State Democratic Party attempting to associate Dino Rossi with criminal activity through the use of negative ethnic stereotyping is beyond offensive. Whether the State Democratic Party thought it clever to link Rossi to Italian-American criminals through the use of a popular mobster TV show is irrelevant; it is distasteful, and it is racist. Governor Gregoire, we believe we have your sympathy when we assert that using someone's ethnic heritage as a negative should not be condoned in this campaign."&lt;br /&gt;If you recall, Gregoire's campaign recently sent out a letter from the Anti-Defamation League denouncing the BIAW for likening environmentalists to Nazis (three months ago). Chris Gregoire negotiated with Washington's tribes that allowed for expanded casino gambling but did not include revenue sharing with the state worth hundreds of millions of dollars.&lt;br /&gt;After a report in Friday's Seattle P-I raised questions about details of the compact and campaign contributions to Democrats and Gregoire from the tribes, Republicans said they have concerns "both with regard to lack of legislative oversight and the appearance of a conflict between the governor's role as both chief negotiator and campaign benefactor."&lt;br /&gt;In a letter, Senate Minority Leader Mike Hewitt, R-Walla Walla, and House Deputy Republican Leader Doug Ericksen, R-Ferndale, asked House Speaker Frank Chopp, D-Seattle, and Senate Majority Leader Lisa Brown, D-Spokane, to "immediately convene a bipartisan task force to conduct a fact-finding investigation and answer questions that have been raised."&lt;br /&gt;They want to know:&lt;br /&gt;Why, while intervening in negotiations, did the governor turn away hundreds of millions of dollars in revenue sharing when her own Gambling Commission and the Spokane Tribe had already reached agreement on such a plan?&lt;br /&gt;What were the communications between the governor and staff and the Spokane Tribe between 2005 and 2006 that led to the elimination of revenue sharing?&lt;br /&gt;Which tribes, if any, requested that the governor's office step in to strike revenue sharing from the tribal compact?&lt;br /&gt;Were there promises of campaign support, or other inducements, made by the tribes to any representatives of the governor, including party officials, in exchange for the governor's action to drop state revenue sharing, while expanding the authorization for slots, higher stakes wagering and off-reservation gaming sites?&lt;br /&gt;What was the state's estimate of annual revenue that would have come to the state had Gregoire approved the original Gambling Commission compact with the Spokane Tribe, which included revenue sharing?&lt;br /&gt;Chopp and Brown did not respond to requests for comment about the Republicans' letter.&lt;br /&gt;Gregoire's spokesman, Pearse Edwards, said, "The executive branch has the authority to negotiate government to government. The Legislature gave the executive branch this authority in 1992, as is the case in many other states. The Legislature has had ample opportunity to review the approval process for compacts. Representative Ericksen and Senator Hewitt have had two legislative sessions to address their concerns regarding revenue sharing.&lt;br /&gt;"The governor would not engage in such conduct as alleged in the letter and they know that."&lt;br /&gt;Pearse said the timing of their complaints was suspicious and politically motivated.&lt;br /&gt;In 2005, the state Gambling Commission and the Spokane Tribe reached an agreement that would have allowed more than 7,000 video gambling machines and a six-tiered revenue-sharing structure.&lt;br /&gt;The renegotiated deal without revenue sharing allowed only 4,700 machines.&lt;br /&gt;If the original compact had been approved, other tribes would have been entitled to similar levels of expansion under the same terms.&lt;br /&gt;Depending on the number of tribes participating, the state could have received from $40 million to more than $140 million annually. More than 20 other states collect money in revenue-sharing agreements for tribal gambling.&lt;br /&gt;The money in Washington would have been dedicated to projects of "mutual importance to the state and tribes" such as Puget Sound cleanup, salmon protection, culvert expansion and transportation projects.&lt;br /&gt;But in an Oct. 27, 2005, letter, before the deal was submitted for nonbinding legislative review, Gregoire asked the Gambling Commission to renegotiate.&lt;br /&gt;In a 2006 letter recommending the renegotiated agreement, Gregoire said she had "asked the parties to reconsider the provisions related to the off-reservation facilities ... and revenue sharing."&lt;br /&gt;Since 2004, the tribes have contributed more than $650,000 to the state Democratic Party and Gregoire.&lt;br /&gt;Edwards said the contributions had nothing to do with the terms of the renegotiated gambling compact.&lt;br /&gt;He said she had renegotiated the 2005 agreement that included revenue sharing in an attempt to keep gambling from expanding too quickly and after listening to concerns from a wide range of groups, including other tribes.&lt;br /&gt;Hewitt said there still are questions about why there was no revenue sharing in the compact Gregoire insisted on renegotiating.&lt;br /&gt;"I think the voters deserve to know what went on here," he said.&lt;br /&gt;The Republican legislative leaders said the task force would be a good way to clear up the issue and restore public trust.&lt;br /&gt;"By convening a task force immediately and conducting hearings in an expedited manner, we can quickly verify or dismiss questions of impropriety with regard to these negotiations," they said in the letter.&lt;br /&gt;"I think the public deserves this," Hewitt said. "There are some unanswered questions here. We don't know how much the revenue sharing would have been. We are tired of Congress doing nothing but bowing down to the environmentalists. I am ashamed that our elected representatives and senators, from Washington State, has apparently done nothing to help out those that have put you all in your position of power. We need more refineries asa well as more exploaration and drilling. Allowing Cuba to drill 60 miles off our coast when we have held the public hostage over the environment is inconceivable. The cost to the consumer is bad enough but every product we consume is delivered by a vehicle that consumes fuel.&lt;br /&gt;&lt;br /&gt;It is time for Congress to develop a program which allows the exploration of America's energy sources without materially affecting our environment. Congress should put our families first, ahead of the environmentalists and polar bears. I don't want hear your double talk and letters that have been pre-written. This riff has led to the SNO council limiting the executives ability to sign checks above the $5,000. Which was a bold move for the council liberals.  Well now they want to make nice with Executive Reardon. One problem. They don't know how to dig themselves out so they want to spend our tax dollars in hiring a consultant to smooth it over and help those council members.  It all seems nice and tidy but the consultant wants nearly $10,000 dollars.  This seem a little excessvie to this editor.  What do you think?  I should not be too surprised given the spend thrifts that they are ( many were in the State Legislature with a history of over exstending) our bottom line. Also don't forget the greenies and environmental extremists for preventing the drilling in Anwar and developing more refineries. Humans, after all are suppose to be on the top of the food chain.. Read the article below by Henry lamb.&lt;br /&gt;Gary&lt;br /&gt;&lt;br /&gt;With gas prices now yon-side of $3.50 per gallon, wouldn't it be great to have an extra million barrels of domestic oil flowing daily into the American pipeline? Blame William Jefferson Clinton, who vetoed a bill in 1995 that would have opened the Alaska reserves that could have been producing much-needed domestic energy today.&lt;br /&gt;Blame the green environmental extremists who block every effort to expand domestic energy supply, whether in offshore oil reserves, expansion of clean coal production, or the construction of new nuclear energy facilities. It's just plain dumb to allow the shortage of readily available energy to drive prices so high that the entire economy and food supply are in jeopardy.&lt;br /&gt;The fear-mongering extremists bring up the "global warming" hobgoblin every time a new initiative is introduced to increase the energy supply. Atmospheric carbon dioxide from human activity makes little or no difference to the climate.&lt;br /&gt;The one thing on which scientists agree is that atmospheric carbon dioxide is currently about 375 parts-per-million. Eighty percent of this carbon is naturally occurring and would be in the atmosphere had oil never been discovered. The remaining 20 percent, or about 75 ppm, is generally attributed to all the smokestacks and automobiles and lawnmowers humans have created.&lt;br /&gt;Could all carbon dioxide produced by humans be eliminated from the atmosphere, the difference would be undetectable. Visualize an Olympic-size swimming pool containing the standard &lt;a href="http://wiki.answers.com/Q/What_are_the_dimensions_of_an_Olympic-sized_swimming_pool" target="_blank"&gt;660,253.9 gallons of water&lt;/a&gt;. The average depth would be 7.48 feet. Remove the percentage of water equal to manmade carbon dioxide in the atmosphere, and the new average depth of the pool would be 7.452 feet. Undetectable!&lt;br /&gt;A reduction of 75 ppm of carbon dioxide in the atmosphere would make no difference on any thermometer. And it would take total elimination of all manmade carbon dioxide to achieve this number. The Kyoto Protocol, had it been fully implemented, would have reduced carbon dioxide by only about 1 ppm.&lt;br /&gt;These results are simply not worth banning the use of fossil fuels.&lt;br /&gt;Environmental extremists prefer to mandate the expanded use of ethanol, rather than using abundant oil supplies. This alternative produces less energy per gallon of fuel than gasoline, while driving the price of food upward, &lt;a href="http://www.weeklystandard.com/Content/Public/Articles/000/000/015/007jlljc.asp" target="_blank"&gt;causing riots&lt;/a&gt; and forcing the cultivation of more land where wildlife can no longer flourish.&lt;br /&gt;Environmental extremists wring their hands and cry crocodile tears at the thought of "ruining" the Alaska National Wildlife Refuge by using only 2,000 acres of the 18 million acres for oil production. But they seem to have no problems with the idea of covering millions of acres in the southwest with solar panels.&lt;br /&gt;Environmental extremists celebrate their victory in banning DDT to save birds. But they have no problem with miles and miles of wind turbines that slaughter millions of birds every year. Nor do they seem to have any sympathy for the millions of people who have died from malaria as a direct result of the ban on DDT.&lt;br /&gt;Big oil is not to blame for the high price of gasoline; the blame must fall squarely in the lap of the environmental extremists who use propaganda and fear-mongering to block the increases in the production of readily available fossil fuels. There are sufficient reserves of coal to last about 200 years. Despite Jimmy Carter's 1970s declaration that the world would be out of oil by 2000, and considering the anticipated increase in demand, there are enough known oil reserves to last at least 60 years. This energy should be available now.&lt;br /&gt;Of course, research should continue to find abundant, affordable energy supplies for the future. But forcing technology to advance by arbitrarily and unnecessarily prohibiting the use of currently available energy supplies makes no sense. The price of both existing supplies and alternative technology is artificially increased. To write this foolishness into law is even worse.&lt;br /&gt;Every time government sticks its nose into the marketplace and attempts to manage it, government makes a mess. The ethanol mandate, for example, inevitably results in price increases for food – for everyone. The arbitrary increase in fuel efficiency standards inevitably results in smaller, lighter automobiles – and more crash-related deaths. I think that creates a potential atmosphere where more innocent people could (get shot during) altercations.”“American citizens have been responsibly carrying concealed handguns for years in 48 states,” said CCRKBA Chairman Alan Gottlieb, co-author of America Fights Back: Armed Self-Defense in a Violent Age, published by Merril Press. “These citizens go through background checks, and in some states complete required training courses. That brings total new spending under Christine Gregoire’s administration to $8.5 billion, more than a 33 percent increase. The incumbent has spent two and a half times more than the revenue coming in. Anyone can see this is unsustainable. Dan Kristiansen.&lt;br /&gt;&lt;br /&gt;The Legislature is scheduled to adjourn tomorrow, March 13, and for the next few days, reporters, bloggers and political pundits will be commenting on the outcome of the completed 60-day session. The real story, however, is not the past two months, but how our state's leaders will respond next year to deep projected budget deficits.&lt;br /&gt;Washington's economy has been robust in recent years and the state has enjoyed budget surpluses. If you're like most families, when times are good, you spend a little, but also put money away to buffer against hard times. Unfortunately, the Legislature hasn't done that. It's been on a spending spree with your tax money, even though we've known tougher economic times are ahead.&lt;br /&gt;It took Washington 114 years, from statehood until 2003, to grow state spending to $25.2 billion -- and just four years to increase it by $8.2 billion. A 33 percent increase is a lot of out-of-control spending. When the governor's budget writers crafted a 2007-09 operating budget, they admitted the proposal was unsustainable, spending $1.3 billion dollars more than it took in. Yet, the Legislature kept the spending rate high -- unnecessarily.&lt;br /&gt;Now the state is expecting a revenue decline of $423 million, the largest decrease since November 2001, and a nonpartisan Senate report predicts a $2.4 billion budget deficit in the next biennium. At the current spending rate, the state could be in the red by $5 billion before 2013. Yet, the supplemental operating budget to be adopted before the Legislature adjourns tomorrow adds millions of dollars in new spending. What's wrong with this picture?&lt;br /&gt;There are only two ways for government to get out of a deficit: cut spending or raise taxes.&lt;br /&gt;The Tax Foundation reports Washington is the 8th highest-taxed state in the nation. In fact, it will take until May 6 before Washingtonians have earned enough money in 2008 to pay off their total tax bill for the year. Yet, in a recent Associated Press article, the House speaker "declined to rule out higher taxes in 2009, saying he had to withhold judgment until the next budget cycle's economic picture becomes clear."&lt;br /&gt;As the nation edges toward a recession, how much clearer must this picture become before we quit digging a deeper spending hole?&lt;br /&gt;We must begin to put taxpayers ahead of tax spenders in Olympia. That means creating reforms that limit government spending, ensuring every dollar taken from a taxpayer is used wisely and efficiently, providing transparency in budgeting by allowing the public to see on a Web site how their money is spent, and putting more money away in a rainy-day fund to ensure against economic downturns.&lt;br /&gt;We must also get back to a Priorities of Government model for state budgeting -- a successful approach that was embraced by Gov. Locke and the Legislature in 2003, but has since been abandoned.&lt;br /&gt;Taxes are already too high. Taxpayers should not be further punished for the Legislature's inability to control its spending habits. Doug Ericksen, R-Ferndale, said the GOP ideas for making roads safer and less congested offer an alternative to what has been provided by the Democratic majority setting policy for the state."One of the things we haven't seen in Olympia the last few years on transportation is leadership," he said.Rep. Dan Kristiansen, R-Snohomish, argued for significant investment in safety improvements on U.S. 2, where 47 people have died in crashes between Everett and Stevens Pass since 1999.He said there is $2 billion worth of needed safety improvements on U.S. 2, yet the budgets crafted by Democrats in the House and Senate offer $4 million for rumble strips and $5 million for a passing lane "to repair an area where there's never been a fatality." The Republican proposal would steer $1.5 billion of gas tax dollars away from replacing the Alaskan Way Viaduct and into work on U.S. 2, Highway 9 and other routes in Eastern and southwest Washington.To replace the funding for the viaduct, the GOP would allow the private sector to finance building a tunnel in place of the existing viaduct.Republicans also would generate money from tolls on Evergreen Floating Bridge and a new Columbia River crossing and divert 10 percent of sales tax on new and used cars and auto parts from the general fund into the transportation budget."This plan is dead on arrival," Rep. Judy Clibborn, D-Mercer Island, chairwoman of the House Transportation Committee, said in a prepared statement."While it is nice to finally see some sort of proposal from House Republicans, it is hard to take these proposals seriously," she said.Sen. Mary Margaret Haugen, D-Camano Island, who is chairwoman of the Senate transportation panel, had a similar reaction, particularly about the proposal for the private sector to finance a viaduct replacement. "The people of the state of Washington aren't happy about some foreign company owning our highways," she said. "This takes money away from children and old people to fund highways."Both the House of Representatives and the Senate have passed transportation budgets. She plansto sue the voters, disrespecting the voters' approval of I-960.    It's despicable -- her job is to represent the voters, not to suethem.    Last year, the voters heard Gregoire's arguments against I-960 --that it's 'extra handcuffs' weren't needed, that we can trust her to notraise taxes.  It was a vigorous debate where Gregoire's supporters spentmillions of dollars and got their anti-960 message before the voters.  Ourside spent $0 promoting I-960 (not a single TV ad, radio ad, campaignsign, or bumper sticker).  Despite that, the voters approved I-960 -- theyvoted to reaffirm their longstanding support for two-thirds legislativemajority for tax increases (as well as I-960's other publicdisclosure/transparency provisions).  Voters clearly believe that itshouldn't be easy for politicians to raise taxes.    It was a fair fight and Gregoire lost.  But rather than accepting thevoters' clear decision, Gregoire's going to sue the voters.    It turns out that the Senate's tax hike vote on Friday waschoreographed by Gregoire to set the stage for a lawsuit against I-960(Associated Press headline:  Liquor tax defeat lays groundwork for I-960challenge).  Reporters found out that the whole thing was a total charade,that it wasn't a genuine effort to "pay for drunken driving enforcementand substance abuse treatment."  No, it was totally scripted as a "legalmaneuver" to form the foundation for Gregoire's lawsuit.  One news storymentioned why she's pushing for the lawsuit:  "in hopes of making iteasier for lawmakers to raise taxes."  As reported in the Tacoma NewsTribune, the Senate's top Republican in budget matters said:  "I clearlysee it as a thought-out process," Zarelli said of Friday's well-scriptedfloor speeches to challenge I-960.  "They want to get the" two-thirdsrequirement "out of the way (before the 2009 legislative session)" so theycan "raise taxes next year with just a majority vote."    And to think Gregoire is asking you to reelect her for another fouryears as your Governor.    Throughout 2004, candidate Gregoire repeatedly promised not to raisetaxes.  Within weeks of being selected Governor, Gregoire shattered thosepromises.  Nearly four years later, her spending is growing at 16% peryear while revenue is growing at 6% per year and yet she still promisesnot to raise taxes if she's reelected.  But if she had any intention ofkeeping her new promises, she wouldn't be suing the voters to get rid ofthe two-thirds-for-tax-increases requirement.    Zarelli summarized it very well in the Associated Press story:  "Thepeople clearly supported it.  This is what they wanted," Zarelli said."Do we honor the democratic process, or do we get to pick and choose?"    Rather than accepting the voters' clear decision, Gregoire isspitting in the voters' face.  Gregoire's lust for our tax dollarsoutweighs her respect for the voters.    Gregoire will obviously have her Democrat puppets file the lawsuitbut as head of the Democratic Party, she's clearly the one pulling theirstrings. Wright praised Nation of Islam leader Louis Farrakhan, who has described whites as "blue-eyed devils" and Jews as "bloodsuckers." In the magazine Wright wrote, "He brings a perspective that is helpful and honest...and will be remembered as one of the 20th and 21st century giants of the African-American religious experience. His integrity and honesty have secured him a place in history as one of the nation's most powerful critics…and a religious leader who is sincere about his faith and his purpose."Farrakhan's photo is on the cover of that church magazine, accompanied with the headline: "The Minister truly epitomized greatness." Wright also presented Farrakhan with a "lifetime achievement" award during a church gala in Chicago, "For his commitment to truth, education and leadership."Recently Obama distanced himself from Farrakhan, but not from his pastor or his praise for Farrakhan. Why not?For the record, it was Farrakhan who said:* "They call (Hezbollah) terrorists, I call them freedom fighters. No one asks why they would do such a thing. Why would they do such a thing? What has driven them to this point? That's what the UN, the U.S. and Europe doesn't want to deal with because the Zionists have control in England, in Europe, in the United States and around the world."* "The white man is our mortal enemy, and we cannot accept him. I will fight to see that vicious beast go down into the lake of fire prepared for him from the beginning, that he never rise again to give any innocent black man, woman or child the hell that he has delighted in pouring on us for 400 years."* "Hitler was a very great man. He wasn't great for me as a Black man but he was a great German and he rose Germany up from the ashes of her defeat by the united force of all of Europe and America after the first World War."* "Now, that nation of Israel, never has had any peace in forty years and she will never have any peace because there can never be any peace structured on injustice, thievery, lying and deceit and using the name of God to shield your dirty religion under His holy and righteous name."* "Do you know some of these satanic Jews have taken over BET?... Everything that we built, they have. The mind of Satan now is running the record industry, movie industry and television. And they make us look like we’re the murderers; we look like we’re the gangsters, but we’re punk stuff.”* "This Koran says that the Jews have altered the word of God out of its place. He rose Germany up from the ashes."Farrakhan also claims to have received revelations directly from God, and conferred with the dead Elijah Muhammed while "on a wheel that you call a UFO," about secret meetings of Ronald Reagan with his cabinet.Farrakhan's views are not only anti-Semitic and racist, but his efforts have not been to integrate Black America into mainstream America, have not been to unite -- something Barack Obama claims he will do as President of the United States.Clearly, such views are dangerous to be affiliated with on any level if you’re a candidate running for the President of the United States -- the President of all the people of the United States.Do you think Hillary will use this information against Barack? Absolutely, if she thinks she needs to, and that it will help her win.Interestingly, Obama took back his invitation for his pastor to pray at the launch of his campaign, apparently fearing controversy from Wright's Afrocentric teachings, and many are wondering if he wins the presidency, will he ask his close spiritual advisor, Rev. Here is an article from the Seattle Times about how such earmarks bills are awarded in our State.  This is very nteresting and worth your time to read.&lt;br /&gt;&lt;br /&gt;IF THIS ISN'T ABUSE OF ELECTED POWER, THEN TELL ME WHAT I AM MISSING HERE !!!!! $4.5 million for a boat that nobody wanted By David Heath and Hal Bernton&lt;br /&gt;Seattle Times staff reporters.&lt;br /&gt;&lt;br /&gt;Tucked away on Seattle's Portage Bay, a sleek, 85-foot speedboat sat idle for years — save for an annual jaunt to maintain its engine.&lt;br /&gt;The Navy paid $4.5 million to build the boat. But months before the hull ever touched water, the Navy gave the boat to the University of Washington. The school never found a use for it, either.&lt;br /&gt;Why would the Navy waste taxpayer dollars on a boat that nobody wanted?&lt;br /&gt;Blame it on Sen. Patty Murray and Congressmen Norm Dicks and Brian Baird. All three exercised their political muscle to slip language into a 2002 spending bill to force the Navy to buy the boat from Edmonds shipbuilder Guardian Marine International.&lt;br /&gt;Year after year, the Washington lawmakers did favors for the tiny company, inserting four "earmarks" into different bills to force the Navy and Coast Guard to buy boats they didn't ask for — $17.65 million in all. None of the boats was used as Congress intended.&lt;br /&gt;The congressional trio say they were helping Guardian Marine because it had a great product. But each has also received generous campaign donations from the company's three executives, its sole employees: $14,277 to Baird, $15,000 to Murray, and $16,750 to Dicks.&lt;br /&gt;Earmarks are federal dollars that members of Congress dole out to favor seekers — often campaign donors. In the process, lawmakers advocate for the companies, helping them bypass the normal system of evaluation and competition.&lt;br /&gt;This can result in earmarks that are wasteful or potentially harmful.&lt;br /&gt;For example, Murray directed $6 million to a Redmond company for high-tech battle gear that the Army had rejected as flawed for its armored-vehicle Stryker Brigade.&lt;br /&gt;Rep. David Wu, D-Ore., directed the Marines to buy $2 million of combat T-shirts from an Oregon company. But they couldn't be used in battle in Iraq due to a subsequent ban on polyester garments that could melt under fire and badly burn the troops.&lt;br /&gt;Until recently, the earmark process was secretive. Congress did not have to publicly reveal the names of companies getting the contracts or those of the sponsoring lawmakers.&lt;br /&gt;The Seattle Times investigated the 2007 defense bill, examining the relationships between who got money in the bill and who gave to lawmakers' campaign funds. Reporters were able to tie nearly half of the bill's 2,700 earmarks to their sponsoring lawmakers.&lt;br /&gt;The Times then built a database of tens of thousands of government records to perform an analysis. It provides an in-depth look at the extent to which these congressional favors and campaign giving go hand in glove.&lt;br /&gt;The Times found:&lt;br /&gt;People who benefit from earmarks generally give money to those who deliver them: Of the nearly 500 companies identified as getting 2007 defense earmarks, 78 percent had employees or political action committees who made campaign contributions to Congress in the past six years.&lt;br /&gt;Though individual contributions are limited by law, people at companies that received defense earmarks gave lawmakers more than $47 million.&lt;br /&gt;The 2,700 earmarks Congress put in the 2007 military spending bill cost $11.8 billion. The Pentagon didn't ask for the money in its budget and, because its budget is capped by law, cuts had to be made to find room for the favors.&lt;br /&gt;Nearly all members of Congress dole out earmarks. Rep. Jeff Flake of Arizona, an earmark critic, calls the practice "circular fundraising" because of the perception that tax dollars given out as favors come back as campaign donations. "I think that most taxpayers would say that it doesn't pass the smell test," he said.&lt;br /&gt;Winslow Wheeler, formerly a congressional aide who dealt with defense earmarks for years, said no one in Congress asks for campaign donations in exchange for earmarks because they don't have to; everyone understands the process.&lt;br /&gt;"It's not talked about," but if favors are not followed with donations, Wheeler said, "it's noticed — you may get a little bit less help the next year."&lt;br /&gt;Murray, Dicks and Baird say emphatically that their favors to defense contractors never come with strings attached. The distinction is critical because soliciting a campaign contribution in exchange for an earmark is a crime.&lt;br /&gt;"People, if they want to support me, they support me," Dicks said. "If they don't want to support me, I still might do their earmark — if I thought it was a worthy project."&lt;br /&gt;Earmarking has exploded in the past decade, quintupling from 1996 to 2005, according to the Congressional Research Service.&lt;br /&gt;During "The Season," the first three months each year on Capitol Hill, thousands of favor seekers flood the offices of Congress, asking for earmarks. Appointments stack one on top of the other, tying up staffers for months, as lawmakers winnow through the myriad requests and decide what to buy.&lt;br /&gt;Jack Abramoff, the once-powerful lobbyist convicted of influence peddling, called the process "the favor factory."&lt;br /&gt;Rep. Jim McDermott, D-Seattle, who sponsors some earmarks, says that lawmakers find it easier to raise money from people they know from committee work. "I think it's very hard [for the public] not to have the impression that in some way what you do on the committee is some way related to how much money you get."&lt;br /&gt;Officially, the Pentagon opposes earmarks because they circumvent its own efforts to set spending priorities, thoroughly evaluate products and seek competitive bids.&lt;br /&gt;Some military officials, however, eagerly support earmarks that expand their programs. Gerald Darsch, who heads food research at Natick Soldier Systems Center, backed Murray when she set aside money to develop longer-lasting tomatoes and rations, a move that substantially increased his budget.&lt;br /&gt;A senior Army official who fulfills Congress' earmarks said he first learns of them when the defense bill passes. He spoke only if his name was not used.&lt;br /&gt;Often, he said he can't figure them out from the cryptic descriptions in the bill.&lt;br /&gt;"If there's a new mark out there for something we've never seen before, [we go] back to the subcommittee and say, 'Hey, you put an earmark on this line for this amount of dollars. What the hell is it?' Because some of this stuff — hell, I've been in the Army for 20 years, and I don't know what some of that stuff is."&lt;br /&gt;Boat gets a lift&lt;br /&gt;The story of how Guardian Marine landed millions of dollars in public funds begins in Edmonds in the late 1990s. Company founder Richard Martinson had developed a "fast patrol boat," a hybrid of a speedboat and a ship, 85 feet long and capable of up to 40 knots, like crossing a sports car with a recreational vehicle.&lt;br /&gt;The plan was to sell the $4 million patrol boat to foreign governments, but Martinson, a former Coast Guard commander, said sales floundered.&lt;br /&gt;Martinson's fortunes brightened not long after he made his first recorded contribution to a congressional campaign in June 1998. He gave $500 to the re-election fund of Dicks, whom he knew when they lived a few doors apart at UW's Terry Hall in the 1960s.&lt;br /&gt;In fall 1999, Dicks and Baird added a line in the defense bill to have the Navy buy Guardian Marine's $4 million boat.&lt;br /&gt;Dicks urged the Navy to assign the boat to the Navy SEALs or other high-speed missions. But the boat was never deployed on any combat missions. It is now in Carderock, Md., "being used to evaluate new and emergent maritime technology," a Navy spokesman said.&lt;br /&gt;Guardian Marine gained another powerful advocate in 2001 in Sen. Murray, who had just become chair of an appropriations subcommittee.&lt;br /&gt;Murray describes herself as a "huge unabashed supporter of the maritime building industry" and boasts that her earmarks have helped to create jobs. She said she remembers hearing the Coast Guard talk about a need for fast boats to chase down drug runners.&lt;br /&gt;Martinson recalls Murray telling him, "Maybe they should look at your boat."&lt;br /&gt;"Senator, it sounds real good to me," Martinson recounts saying. "But remember one thing: You're going to get pushback from these people. The Coast Guard doesn't like any outside entity telling them what they need."&lt;br /&gt;Martinson's prediction came true. Murray "had to work hard to get the Coast Guard to take the boat," he said. "There was a group that was upset because they felt the vessel was shoved down their throat."&lt;br /&gt;Murray added a $4.65 million earmark to the 2002 defense bill and left the Coast Guard no choice about which boat it would buy, specifying in the bill that it had to be "a currently-developed 85-foot fast patrol craft that is manufactured in the United States."&lt;br /&gt;The Coast Guard's mission shifted after Sept. 11, primarily to homeland security.&lt;br /&gt;Murray said she might not have pursued the earmark "if we had been able to look forward and know that Sept. 11 was going to happen."&lt;br /&gt;But the bill actually passed three months after Sept. 11. Before the final vote, Sen. John McCain, R-Ariz., attacked Murray's earmark.&lt;br /&gt;"The Coast Guard did not request this vessel, does not need this vessel, nor does this vessel meet the Coast Guard's requirements," he said on the Senate floor. "The Coast Guard's resources are already stretched thin and this will only hamper its ability to meet its new challenges since Sept. 11."&lt;br /&gt;The bill passed with all its pork intact.&lt;br /&gt;After several evaluations, the Coast Guard concluded it couldn't use the Guardian boat. It didn't need it to chase drug smugglers because it uses helicopters to do that more easily and safely.&lt;br /&gt;"It's a fine boat for what it is," said Lt. Cmdr. Bill Brewer, who led some of the testing. "It didn't fit well into what the Coast Guard operates."&lt;br /&gt;The Coast Guard gave it to a sheriff's office that uses it to patrol San Francisco Bay.&lt;br /&gt;At the time of McCain's attack, Murray, Dicks and Baird delivered a third earmark for Guardian Marine, having the Navy buy another boat.&lt;br /&gt;The plan was to have the Navy use the Guardian Marine boat in tandem with another test boat called the Sealion. The lawmakers combined the two boats into an $8.4 million earmark; both would be built by Oregon Iron Works.&lt;br /&gt;By joining forces with Oregon Iron Works, its subcontractor, Guardian Marine gained political muscle. From 2001 to 2002, executives of the two companies would give more than $22,000 in campaign funds to members of their local delegations, including $3,000 to Murray.&lt;br /&gt;But even as the third Guardian Marine boat was being assembled, the Navy decided it didn't want it and transferred it to the UW's Applied Physics Laboratory.&lt;br /&gt;UW researchers concluded it would take $750,000 to make it usable. The university tried to get the Navy to take it back. For years, the boat was docked outside the school.&lt;br /&gt;To maintain the boat, staff ran it at full speed once a year. "We're sort of trapped in doing the routine things that need to be done," Russell McDuff, director of the School of Oceanography, said earlier this year.&lt;br /&gt;The Navy recently assigned the boat to the National Oceanic and Atmospheric Administration in Seattle.&lt;br /&gt;Although none of the three Guardian Marine boats were used as Congress intended, Murray, Dicks and Baird inserted a $4.5 million earmark for a fourth boat in the 2004 defense bill. This time, they said the speedboat was needed to retrieve torpedoes at the Navy base in Keyport, Kitsap County.&lt;br /&gt;The Navy did buy a fourth Guardian Marine speedboat but assigned it to a base in California for evaluation.&lt;br /&gt;In the past four years, executives of Guardian Marine and Oregon Iron Works have given nearly $125,000 in contributions to Congress members.&lt;br /&gt;Baird stands behind the earmarks. "We didn't just say, 'Oh, a company in our district wants an earmark — let's get it for them.' We looked at the mission, we looked at the history of the boat, and we looked at the alternatives out there," he said. "And I think that's pretty good work, frankly."&lt;br /&gt;Murray remains a staunch defender of earmarks. She pointed to Insitu, a high-tech company in Klickitat County that makes aerial drones the Army uses for surveillance in Iraq. She said she helps local companies with good products that may be overlooked by the sprawling Pentagon and its faraway bureaucrats who might favor their "buddies" who they "were having drinks with ... on Friday night."&lt;br /&gt;"People tend to talk about earmarks as something that is a bad thing," she said. "I see it as a way to make sure that the tax dollars that are spent are spent in a very wise way."&lt;br /&gt;Battle gear in boxes&lt;br /&gt;Some defense contractors rely almost completely on earmarks. Redmond's Microvision, a small, publicly traded high-tech company, has gotten $55 million in earmarks, most of it to develop the technology used in a helmet display that was flawed.&lt;br /&gt;In 2001, Microvision, with only $10.8 million in revenues, got $8 million in earmarks with the help of several members of Congress, including Sen. Slade Gorton.&lt;br /&gt;(Two years later, after losing his Senate seat, Gorton took a seat on Microvision's board. It gave him $32,000 in annual director's fees and options to buy 90,000 shares of stock, company filings show.)&lt;br /&gt;Microvision's product was the "Nomad," a tiny computer display that attaches to the helmets of soldiers. It was supposed to allow Stryker commanders to stick their heads out of their vehicles and see computerized maps without having to duck back inside.&lt;br /&gt;In June 2004, Murray announced that she had gotten a $5.5 million earmark for the company and its core product for the Army. A month earlier, five Microvision executives each gave Murray's campaign $1,000 on the same day.&lt;br /&gt;One Stryker Brigade commander — Col. Robert Brown — wrote in a November 2004 memo, approved by higher-ups, that an improved Nomad would be a key asset in combat missions in Iraq.&lt;br /&gt;But a December 2004 report by the Center for Army Lessons gave a different conclusion: It was distracting to wear and had a blind spot, among other flaws. As a result, soldiers weren't using it.&lt;br /&gt;Retired Command Sgt. Major Thomas Adams — one of those who evaluated equipment used by the Stryker Brigade in Iraq in 2005 — called the Nomad "junk." Vehicle commanders face the greatest risk when they have to look out of Strykers as they roll through Iraqi cities. They cannot risk testing a new product on the battlefield, Adams said, especially one that can interfere with their vision.&lt;br /&gt;As a result, most of the Nomads sent to Iraq remained in unopened boxes at a warehouse in Mosul.&lt;br /&gt;In August 2005, the Nomad was put to a competitive trial, battling head-to-head with five competing miniature monitors at a Yakima event dubbed "The Shootout."&lt;br /&gt;Microvision lost the competition to Rockwell Collins. The biggest problem for Microvision was that Stryker maps distinguish friendly troops with colored icons. But the Nomad came only in a monochromatic red, so soldiers had difficulty telling good guys from bad.&lt;br /&gt;Even so, Murray got the Senate four months later to approve a $6 million earmark that directed the Stryker Brigades to obtain 1,599 Nomads.&lt;br /&gt;Microvision then announced it would shut down the Nomad program.&lt;br /&gt;But with the $6 million, Microvision negotiated a deal to create 10 color prototypes of the see-through display.&lt;br /&gt;This year, the troops found a simple and cheap solution for commanders needing to see computerized maps while standing and looking out of the hatch: They moved the computer to the top of the vehicle.&lt;br /&gt;"It works just fine," said Col. Stephen Townsend, whose brigade just returned from Iraq.&lt;br /&gt;Since late 2005, the company has overhauled its management. Its new chief executive officer, Alexander Tokman, said he wants to wean the company from earmarks and develop a real product for consumers.&lt;br /&gt;"You can't bank your future on appropriations every year," Tokman said.&lt;br /&gt;T-shirts that melt&lt;br /&gt;In June 2005, Rep. Wu of Oregon arrived in Iraq and handed out free T-shirts to Marines. He was promoting the wares of InSport, a Portland-area company that makes fast-drying polyester shirts.&lt;br /&gt;Earlier that year, Wu and other Northwest lawmakers got a $2 million earmark in the defense bill to sell T-shirts to the Marines. Wu said the shirts would be far more comfortable than the cotton ones the Marines wore under body armor.&lt;br /&gt;But there was a big problem with these T-shirts, a problem encountered in the deserts of Iraq and in 1982 during the Falklands invasion.&lt;br /&gt;Polyester clothing melts in intense heat, adhering to the skin. "This essentially creates a second skin and can lead to horrific, disfiguring burns," said Capt. Lynn E. Welling, the 1st Marine Logistics Group head surgeon, who conducted research in Iraq in early 2006.&lt;br /&gt;Months after Wu's visit, a Marine wearing a polyester T-shirt was riding in an armored vehicle in Iraq when a bomb hidden on the road exploded. Even though the Marine wore a protective vest, the shirt melted in the explosion, contributing to severe burns over 70 percent of his body. Doctors had to extract the shirt's remains from the Marine's torso.&lt;br /&gt;In April 2006, the Marines banned polyester T-shirts for use in combat or anywhere outside the protected "Green Zone" bases.&lt;br /&gt;But in July, because of Wu's earmark, the Marines announced the purchase of 87,000 of the banned polyester T-shirts, along with 11,000 T-shirts with fire-resistant sleeves. None was allowed in battle, the Marines said.&lt;br /&gt;David Costello, a lobbyist for InSport, said that when InSport and Wu sought the earmark, the company thought the troops' body armor would prevent the shirts from melting. Once the Marines banned these kinds of shirts, they were instead used for training.&lt;br /&gt;Wu's spokeswoman said the Marines were happy to have funds for the shirts, citing a thank-you letter from the Secretary of the Navy that came a month before the ban.&lt;br /&gt;Even after the ban, Wu inserted another $1 million earmark in the next defense bill to make the Marines buy the InSport shirts again, noting that the company was working to develop a heat-resistant shirt for combat use.&lt;br /&gt;The Marines instead used that money to buy flame-resistant fleece garments from InSport.&lt;br /&gt;Executives of InSport and its owner, Vital Apparel, donated $6,100 to Wu's campaign in a single day at the end of the earmark "season."&lt;br /&gt;The day after the bill passed on Sept. 29, 2006, one executive gave another $750 to Wu. Two others followed with identical donations within three weeks.&lt;br /&gt;But by then, the Marine Corps had done months of testing to find the best fire-resistant T-shirts. It selected two shirts, one made by Potomac Field Gear, the other by Danskin, according to the Marines.&lt;br /&gt;InSport's T-shirt — even its new fire-resistant version — still can't be used in combat, said 1st Lt. Geraldine Carey of the Marine Corps Systems Command.&lt;br /&gt;Changes needed&lt;br /&gt;Congress members from both parties want to loosen the grip of money on politics. One solution, proposed earlier this year in a bill by senior Sens. Richard Durbin, D-Ill., and Arlen Specter, R-Pa., calls for public funding for congressional campaigns.&lt;br /&gt;McDermott supports the idea but says reform won't come soon. "This is a country that worships at the altar of the free enterprise system, and so the Congress is reflective of that culture," he said.&lt;br /&gt;Congress just recently began requiring lawmakers to reveal each earmark they've sponsored, name its beneficiary, and certify that neither they nor their spouse have any financial stake in them.&lt;br /&gt;But such transparency only works if lawmakers feel "some degree of shame" for doling out favors to their backers, Rep. Flake said. "If you're not embarrassed by that, then transparency doesn't help a lot."&lt;br /&gt;Meanwhile, Congress is approving a batch of new earmarks for next year.&lt;br /&gt;Once again, Rep. Wu wants $1.5 million for InSport to sell T-shirts to Marines in Iraq — shirts designed to be worn under body armor but not approved for that use.&lt;br /&gt;Sen. Maria Cantwell, recipient of $15,000 in contributions from Microvision executives since 2005, is seeking $1 million for more work on the company's 10 prototypes.&lt;br /&gt;And Rep. Baird still wants to get patrol boats like Guardian Marine's into Coast Guard hands. During a congressional hearing earlier this year, Baird asked an admiral if they could "chat" about "other alternatives that are available on the marketplace" to the Coast Guard's slower, 87-foot patrol boats.&lt;br /&gt;"Might we do that?" This bill is trying to push the Washington retail market to electric powered tools over gas powered tools.  Essentially it tells hardware stores what to stock their shelves with and how to stock them.  So much for free markets!  It requires that retailers provide as much or more shelf space for a non-engine powered equipment (electric or battery powered)  as it does for small-scale engine powered equipment (ie:  lawn mowers, line trimmers, chain saws, edgers, trimmers, power washers, etc) and places an additional 6% tax on small-scale power equipment, calls for signage at the shelf pointing out the benefits of the electric tool over the powered tool (you can buy these signs from the state) and assesses fines by the day to the retailer for non-compliance, directs state departments and local municipalities to dump their powered tools and replace them with electric.&lt;br /&gt;Thanks for your attention. Now that Fred Thompson is out the race the field of view it is narrowing. We are going to be asked to caucus in Washington State on February 9th. Contact your specific party as to where your District and Precinct is meeting. As for the 21st and 32nd districts, they will meet at 1 PM at the Nazerene Church on 176th and 52nd Ave W. For those that are in these districts are certainly welcome to join us. For those outside of these districts, I recommend that you contact the Snohomish County Republican party for details.
